This setting is located in the admin panel at /admin/registration/settings (Registration > Settings > Visitor > Additional Settings and Registration > Settings > Exhibitor > Additional Settings

When enabled, the user will be forcibly redirected to the profile edit page where any empty required fields will be highlighted
