This setting can be found in the admin panel at /admin/registration/settings (the Additional Settings tab)
When the setting is turned ON, speakers with an inactive account status will appear on the frontend. Statuses that are considered inactive are:

STATUS_INACTIVE

STATUS_INVITED
-
STATUS_UPLOADED
-
STATUS_APPROVED
Please note, this setting does NOT affect these statuses:

STATUS_BLOCKED
-
STATUS_BANNED
-
STATUS_WAITINGLIST.
